Where Downtown Bellflower Is
The City of Bellflower's housing element describes the downtown core as running along Bellflower Boulevard. It was once the main shopping district for the farming communities nearby, and the boulevard was the city's main thoroughfare and commercial strip from the 1950s through the late 1960s.
The same document says the Artesia Freeway, built in the mid-1970s, cut the area in half. We could not confirm a street-by-street boundary for downtown, so this page uses Bellflower Boulevard and the city's Downtown Transit Oriented Development Specific Plan as its reference points.
What the City Has Planned Downtown
A city environmental document for the 2021 to 2029 Housing Element and an amendment to the Downtown Bellflower Transit Oriented Development Specific Plan evaluates 4,147 residential units that could potentially be built in downtown and selected other areas. Those are possible units, not homes that exist today.
A separate city notice for a Flower Street Specific Plan describes three parcels totaling 1.99 acres near Flower Street and Civic Center Drive. It proposes rezoning to mixed use, including a 32-unit townhome project at 9903 Flower Street. That is a proposal, and we mention it only to show that downtown is a mix of homes and businesses.
Why Mixed-Use Buildings Need a Different Plan
In a building with apartments above shops, or a row of attached units, water rarely stays where it starts. A leak can run down a shared wall, through a floor into the space below or along a ceiling into the next unit.
That makes the first calls matter. Tell the property manager and the neighboring units, find out who controls the shut-off valve, and keep notes of times and what you saw. Our crews work out where the water went before they decide what is wet.
Who Supplies the Water
The city's water company page lists four providers: Bellflower Home Garden Water Company, Bellflower-Somerset Mutual Water Company, California American Water and Liberty Utilities. The page does not say which one serves downtown, and a single block can differ from the next.
The city says Public Works can confirm which company serves a specific address. The number is (562) 804-1424. A building manager should know the answer, and it tells you where the main shut-off is.
Safety Steps Before Anyone Starts Cleaning
- Close the shut-off valve for the fixture or the building, only if you can reach it without standing in water.
- Stay out of rooms where water is near outlets, a panel or a ceiling light, and call the utility or 911 for an immediate danger.
- Do not touch a breaker while standing in water.
- Keep people and pets away from water that came from a drain or toilet.
- Photograph the damage from a safe spot and move unaffected belongings only if the floor is safe.
Extraction and Drying in Occupied Buildings
A crew starts with a moisture meter and a thermal camera to map the wet area, then removes standing water with extraction equipment. Wet materials that cannot be dried, such as soaked carpet pad or crumbling drywall, are removed. Air movers and dehumidifiers dry what remains until readings reach the drying goal.
The ANSI/IICRC S500 standard is the published industry reference for this work, and we use it as a guide, not as a certification claim. In an occupied building, the crew discusses where equipment can run and how cords and hoses will be kept clear of walkways.
Documentation for Your Insurance Conversation
Photos, moisture readings and a written scope can help describe what happened and what work is proposed. Coverage depends on the cause of the damage and your policy terms, so check your policy and talk to your insurer or your building's insurer before major work.
We do not decide coverage and cannot promise a claim outcome. Commercial and residential policies differ, so keep your lease or association documents handy too.
What We Have Not Verified
We have not verified the FEMA flood-zone status for downtown as a whole, and flood zones are mapped by parcel. If you need an answer for a specific address, use FEMA's Flood Map Service Center or ask the city. We are not describing downtown as flood-prone.
The city's housing element notes that the area around the San Gabriel River was subject to annual flooding in its early history. That is history, not a statement about present conditions.
Services for Downtown Properties
For shops and offices, see commercial water damage restoration. For a pipe that has failed, see burst pipe water damage cleanup. Standing water is covered under emergency water removal, and drying is explained under water mitigation.

Downtown Bellflower Water Damage FAQ
Yes. Call with the address and a dispatcher will ask what is wet and whether the water is stopped. No arrival time is promised.
Yes. The process is similar, but a shop may need a plan for staying open and an apartment needs coordination with neighbors and the manager.
We have not verified that. Flood zones are mapped parcel by parcel, so check your address with FEMA or the city.
Tell the property manager and any neighbors who might be affected, then call for drying so the wet area does not spread.
No. Coverage depends on the cause and your policy. We can provide photos, readings and a written scope to bring to your insurer.
